B2B Retargeting Agencies: What They Do, What They Cost and When Person-Level Retargeting Beats Cookies

TL;DR

  • A B2B retargeting agency builds audiences, produces creative, manages frequency and reports on buyers who already know your brand. Ad spend is billed on top.

  • Typical 2026 fees: 10% to 20% of monthly ad spend, or $1,500 to $10,000 per month on retainer, plus one-time setup.

  • Cookie retargeting only reaches visitors your pixel caught. Safari blocks third-party cookies by default and Firefox partitions them by site.

  • Person-level retargeting wins when your account list is finite, buying groups span 6 to 10 people and cycles run 12 months or longer.

  • Key outcome: a six-step scorecard for judging any retargeting agency on pipeline influence, not clicks.

Hiring a retargeting agency should keep your brand in front of the buyers who already showed interest, consistently, until sales gets the meeting. The common mistake: paying a retainer to retarget whoever your website pixel happened to catch, then judging the agency on click-through rate.

That model breaks in B2B. A complex purchase typically involves 6 to 10 stakeholders, according to Gartner. Only the stakeholders who visit your website enter a cookie pool. The finance lead or executive who signs may never be one of them.

This guide covers three things:

  • What B2B retargeting services include, and what sits outside the usual scope

  • What retargeting agencies charge in 2026, with the hidden costs that change the total

  • When person-level retargeting beats cookie-based retargeting, and when cookies are enough

It is written for Marketing Managers and Heads of Marketing at sales-led B2B companies with long sales cycles, named target accounts and lean teams. If you need the fundamentals first, start with the guide to B2B retargeting ads, which explains how retargeting works across the funnel.

What a B2B Retargeting Agency Does in 2026

A retargeting agency plans, launches and optimises ads aimed at people who have already interacted with your brand. The work splits into five jobs:

Job

What the agency does

What to ask

Audience building

Installs pixels and the LinkedIn Insight Tag, uploads CRM lists, builds engagement audiences from video viewers and lead form openers

Which audiences come from your first-party data, and which from cookies?

Creative

Produces ad variants for each funnel stage and buyer role

How often is creative refreshed, and is production included in the fee?

Frequency and sequencing

Sets how often each person sees ads and in which order messages run

Is frequency capped per person or per campaign?

Channel management

Runs LinkedIn, Meta, Google Display and programmatic placements

Which channels are in scope at your budget level?

Reporting

Tracks impressions, clicks, conversions and, ideally, CRM outcomes

Does reporting reach pipeline and deals, or stop at clicks?

Audience size sets a hard floor on all of this. LinkedIn Matched Audiences supports retargeting, contact targeting and company targeting, but at least 300 member accounts must match before ads can serve, according to LinkedIn's contact targeting help page. A small website-visitor pool can sit below that threshold for weeks.

Three jobs sit on the boundary of most retargeting scopes. Confirm them in writing before signing:

  • Contact research and enrichment: finding contacts with sufficient lawful identifiers for platform matching. Verification improves list quality but does not guarantee a platform match or ad delivery

  • CRM sync: pushing advertising signals back to HubSpot, Salesforce or Dynamics. Confirm which signals are person-level, account-level or modelled

  • Sales alignment: coordinating ads with outreach timing

Agency vs self-serve retargeting platform

Some teams skip the agency and run a platform themselves. Each option below has real strengths:

  • AdRoll runs multichannel campaigns across display, native, video, social and connected TV from one dashboard, with retargeting as a core strength.

  • AdRoll ABM (formerly RollWorks) adds B2B account targeting and buyer intelligence, and tracks performance through to closed-won deals.

  • StackAdapt is a demand-side platform covering connected TV, video, display, native, audio and digital out-of-home in one interface.

  • Metadata.io is an autonomous B2B advertising platform that builds audiences and creatives and runs campaigns across 12 channels for mid-market and enterprise teams.

But a platform still needs an owner. Someone on your team has to define the account list, approve messaging, watch match rates and connect results to sales. For a team of one Marketing Manager and two or three generalists, that capacity is often the constraint. The ABM agency vs ABM platform breakdown covers this trade-off in depth.

What Retargeting Services Cost in 2026

Retargeting is usually priced as part of paid media management, so general PPC management benchmarks are the closest public reference. NewMedia's 2026 PPC pricing analysis gives these ranges:

Pricing model

Typical range

Works best when

Percentage of ad spend

10% to 20% of monthly spend; 12% to 15% is common for B2B

Spend is large and scales month to month

Flat monthly retainer

$1,500 to $10,000 per month; LinkedIn management $1,500 to $10,000+

Scope is stable and you want predictable invoices

Minimum retainer

Often starts at $1,000 to $1,500 per month

Budgets are small and percentage fees would fall below the floor

Campaign setup (one-time)

$1,000 to $5,000+

New accounts, new channels or a rebuild

Conversion tracking setup (one-time)

$500 to $3,000

Pixels, Insight Tag and events are missing or broken

Pricing may change. Always check the latest details on the vendor's website.

For mid-sized B2B teams with modest media budgets, the minimum matters more than the percentage. At $8,000 of monthly ad spend, a 15% fee is $1,200, which sits at or below the typical minimum. In practice, the minimum becomes your real fee.

Costs that sit outside the quote

The management fee is rarely the full number. Budget for these separately:

  • Ad spend: always billed on top, paid to LinkedIn, Meta, Google or the DSP

  • Creative production: fee structures differ, with a set number of variants included in one quote and per-asset billing in another

  • Contact data: person-level retargeting needs verified contacts, which means enrichment tools priced per credit or seat

  • Tracking and CRM work: integration builds are often quoted as separate projects

Cookie vs Person-Level Retargeting: When Each One Wins

Cookie-based retargeting follows browsers that visited your site. Person-level advertising uses uploaded contact identifiers to build platform-matched audience segments that can include people who have not visited your site. It can expand buying-group coverage, but it does not guarantee that every uploaded contact is matched or receives an impression. Both have a place. The question is which one matches your market.

Where cookie retargeting stands in 2026

Third-party cookies are not dead, but their reach is partial:

  • Safari has blocked third-party cookies by default since Safari 13.1 in 2020, as InfoQ reported.

  • Firefox made Total Cookie Protection the default for all desktop users in June 2022, per Mozilla. It isolates third-party cookies by site and blocks cross-site tracking cookies, rather than blocking every third-party cookie in every context. Third-party storage can still function within each site's partition, as Mozilla's state partitioning explainer describes.

  • Chrome continues to allow third-party cookies by default for most users, subject to each user's Privacy and Security settings. In April 2025, Google said it would retain its existing user-choice approach and would not launch a new standalone third-party-cookie prompt.

Platform-native and first-party-data audiences can reduce dependence on third-party cookies. However, website retargeting through the LinkedIn Insight Tag can still lose scale in browsers that restrict offsite tracking unless appropriate first-party measurement and matching are enabled. LinkedIn notes that Safari and iOS block offsite tracking by default and recommends the JavaScript Insight Tag with enhanced conversion tracking to reduce the loss.

The bigger structural limit is that a cookie pool only ever contains people who came to you.

Factor

Cookie-based retargeting

Person-level retargeting

Who it reaches

Visitors your pixel caught

Platform-matched segments built from contacts you choose

Buying group coverage

Only members who visited

Matched stakeholders, including people who never visited

Dependency

Site traffic and browser settings

Contact data quality and match rates

Sales visibility

Platform reporting is generally aggregate. Identifying or scoring individual contacts in a CRM requires separate first-party data, integration and methodology

Best fit

High traffic, broad market, shorter cycles

Finite account lists, long cycles, complex deals

When person-level retargeting beats cookies

Person-level retargeting earns its extra data cost when three or more of these conditions apply:

  1. Your total addressable market is finite. If you sell to a few hundred or a few thousand accounts, every missed stakeholder is a missed deal, not a rounding error.

  2. Buying groups are large. With typically 6 to 10 stakeholders per complex purchase, the technical evaluator who visited your site is rarely the CFO who signs.

  3. Sales cycles run 12 months or longer. Cookies and browser identifiers have limited retention and can be restricted by browser settings. Contact-list audiences can be maintained over longer sales cycles, but they require regular refreshes, lawful data governance and monitoring of match rates. On LinkedIn, uploaded contact data is deleted within 30 days, and an unused audience is deleted after 90 days.

  4. Site traffic is low. Niche B2B sites often fall short of the 300-member audience minimum on LinkedIn, so a visitor pool never activates.

  5. Sales wants richer signals. CRM integrations can combine known first-party engagement, account-level advertising signals and vendor-defined engagement scoring. Confirm exactly which signals are person-level, which are account-level and which are modelled or aggregated. LinkedIn's own reporting does not identify individual members.

The contact-level advertising guide explains the matching mechanics, and the person-based marketing guide covers the wider strategy.

When cookie retargeting is enough

Cookie retargeting remains a sound choice for a different profile. It suits companies with steady inbound traffic, a broad market and shorter, more transactional cycles. Recovering demo-page abandoners on high-traffic sites is a strong use case. If that describes your business, a cookie-led retargeting agency at the lower end of the fee range is likely the efficient option.

How to Choose a Retargeting Agency: Step by Step

Use these six steps to brief agencies and compare proposals on the same terms.

Step 1: Define who you need to reach before you brief anyone

Write down your target accounts, the roles in each buying group and a tier for each account. Agencies quote and plan very differently for "retarget site visitors" versus "reach 1,500 named decision-makers at 300 accounts". A defined list also exposes whether an agency can work person-level at all.

Step 2: Ask how the agency builds and matches audiences

Ask which share of the audience comes from pixels, CRM uploads and enrichment. Ask for the expected match rate on LinkedIn and Meta, and whether it is reported per upload. Hey Sid optimises uploads for 80%+ audience match rates (Hey Sid internal data), which gives you a reference point for the conversation.

Step 3: Check creative capacity and refresh cadence

Retargeting shows the same people the same brand repeatedly, so stale creative wears out fast. Ask how many new variants arrive per month and whether production is in the fee. Hey Sid refreshes ad creative every 60 days as part of its service design.

Step 4: Agree frequency and sequencing per person

Ask how often each person will see ads and how messages progress over the cycle. Frequency caps per campaign can still overload a single executive who sits in three audiences. Hey Sid's campaigns are configured to target a frequency of 3 to 4 times per week across matched audiences over 2 to 3 months (Hey Sid internal data), treated as a starting hypothesis to test, not a fixed rule.

Step 5: Require CRM-connected reporting

Clicks are a weak proxy in long cycles. The median single-image LinkedIn ad CTR is 0.42%, according to ZenABM's 2026 benchmarks, so more than 99% of impressions never produce a click. Ask whether reporting covers influenced pipeline, influenced revenue and engaged accounts in your CRM.

Step 6: Read the contract for ownership and compliance

Check the minimum term, the notice period and who owns the ad accounts, pixels and audiences. If the agency owns them, your retargeting history leaves with the agency. For European audiences, obtain legal and privacy review of the lawful basis, transparency notices, processor and controller roles, data-source permissions, retention, opt-outs, data-subject rights, cross-border transfers and the platform's applicable terms. A data processing agreement alone is not a complete GDPR compliance check.

Common Mistakes When Hiring a Retargeting Agency

Judging the agency on CTR alone

A 0.42% median CTR on single-image LinkedIn ads means a strong campaign can look weak on clicks. Judge on account engagement and pipeline movement instead. The case for this is set out in why low CTR does not mean your ABM campaign failed.

Retargeting website visitors only

A visitor-only pool misses every stakeholder who never came to your site. In a buying group of 6 to 10 people, that can be most of the group. Add CRM and contact-list audiences to extend coverage across the group, accepting that match rates will leave some contacts unreached.

Letting the agency own your ad accounts

Audiences, pixels and campaign history are assets. Run campaigns inside ad accounts your company owns, with agency access granted as a user.

Running retargeting in isolation from sales

Retargeting pays off when it warms the same people sales is about to contact. If the agency has no view of your pipeline, ads and outreach drift apart. Ask how the agency gets CRM signals and how often it updates audiences.

Where Hey Sid Fits

Hey Sid is not a traditional retargeting agency. It is a platform-powered managed service that runs person-level advertising as one part of a coordinated system called The Influence Loop:

  • Always On runs person-level ads to matched audiences built from the decision-makers at your target accounts, with creative refreshed every 60 days.

  • Authority Builder publishes done-for-you thought leadership from your executives and feeds top posts into Always On as ads.

  • Precision Connect sends automated LinkedIn outreach to the same target contacts, timed after the advertising has been running.

The service is designed to coordinate ads, executive content and outreach around overlapping target-contact audiences over 60 to 90 days. Actual exposure and sequencing vary by match rate, delivery, budget, member settings and platform reporting limits.

The CRM link works both ways. With the HubSpot integration, companies a rep adds to the pipeline flow into the advertising audience automatically, and account-level advertising engagement flows back so sales sees which companies have been reached. Revenue reporting then shows influenced pipeline, influenced revenue, pipeline multiplier and return on ad spend.

Named client results:

  • Mercuri International: 85% reduced ad spend and one of its biggest deals in a decade (client-reported)

  • Devotion Ventures: 45+ qualified meetings in 4 months (client-reported)

  • Risk Ident: 2.5x shorter sales cycles and 40% higher engagement (client-reported)

Full details are on the Hey Sid case studies page.

Hey Sid is built for mature, sales-led B2B companies with long cycles and defined target accounts. It is not designed for B2C, high-velocity transactional sales or teams spending under roughly $2,000 per month on digital media (approximate conversion from SEK 20,000).

Pricing may change. Always check the latest details on the vendor's website.

Choosing a Retargeting Agency in 2026: The Verdict

A retargeting agency is worth its fee when it reaches the people who decide, not just the people who visited. Expect to pay 10% to 20% of ad spend or a $1,500 to $10,000 monthly retainer, and treat the minimum retainer as your likely real cost. If your market is finite, your buying groups are large and your cycles run past 12 months, brief agencies on person-level retargeting and CRM-connected reporting from day one.

FAQ

How much does a retargeting agency cost?

Retargeting agencies typically charge 10% to 20% of monthly ad spend or a flat retainer of $1,500 to $10,000 per month, based on 2026 PPC management benchmarks. Minimum retainers often start at $1,000 to $1,500, and setup fees of $1,000 to $5,000 are common for new accounts.

Ad spend, creative production and contact data are usually billed separately. Always ask for an all-in monthly estimate.

Pricing may change. Always check the latest details on the vendor's website.

What is the difference between a retargeting agency and a remarketing agency?

The terms are often used interchangeably. Some marketers use "remarketing" more broadly, including email re-engagement, while using "retargeting" specifically for paid advertising, but usage varies. Agencies selling either service generally run paid ads to people who have already interacted with your brand.

Do retargeting services still work without third-party cookies?

Yes, with caveats. Safari blocks third-party cookies by default, Firefox partitions them by site, and Chrome still allows them by default for most users, subject to user settings. Contact-list uploads and first-party-data audiences reduce dependence on third-party cookies, but website retargeting can still lose scale in privacy-restrictive browsers unless first-party measurement is enabled.

What is person-level retargeting?

Person-level retargeting uses uploaded contact identifiers to build platform-matched audience segments, which can include people who have not visited your website. It does not guarantee that every contact is matched or sees an ad: on LinkedIn, at least 300 member accounts must match before ads can serve. It suits B2B companies with defined target accounts and buying groups of 6 to 10 stakeholders.

How long does B2B retargeting take to show results?

Engagement signals such as engaged accounts and contacts appear first, while pipeline influence builds over a full sales cycle. For companies with 12-month or longer cycles, judge an agency on account engagement and influenced pipeline in the first two quarters, not on closed revenue.

Should I hire a retargeting agency or use a self-serve platform?

Choose a self-serve platform such as AdRoll, StackAdapt or Metadata.io if you have an in-house owner with time for audiences, creative and reporting. Choose an agency or managed service if your team is small and nobody owns paid media full time.
